The program encourages and attracts quality artists, and supports the cultural viability of Winfield. Memorial funds have been established with the Council in the names of Cliff & Dollie Barnhart, Dorothy Hinkley, Connie Dietrick, Bonnie Drennan, Lois Torrance, and Sue Jean Covacevich . The Covacevich fund is restricted to visual arts scholarships, while the others are unrestricted.
